Rule for booking air travel 7 days or less

We would like to add  a rule for travelers who book air travel 7 days or less.    When someone books 7 days or less we would like a message to appear that this booking is out of policy and then have them input a reason for why.  We would like it to be an open text box and if not then a drop down to choose from.  Is this possible?
