Report submit request although submitted

Concur group sent an e-mail

Global T&E team is committed in improving the T&E spend this year. The global rule is to submit expense report not more than 4 in a month.

My reply 

I don’t understand what you mean.

If you insist that I submit more than 4 month later, please show me the evidence.

I believe I submit it within one month.

I can't understand what is the point.

@KGD the message to me sounds like your company does not want you submitting more than four expense reports in the same month. It is more cost effective for employees to combine as many expenses on one report as possible. 

I think this was a company-wide email that went out to all your company's employees letting them know the new policy about submitting reports.
