@BarbWirth are the attendees that cannot be added fellow employees or people outside your organization? The first person appears to be.
Since fellow employees have SAP Concur profiles, there isn't a need to add them using the template. They can be searched for in the system and added. Most companies do not allow adding Employee attendee types through the import since they can be found in the system. This is likely the issue.
