Hopefully, this link will work, but if you have the correct permissions, you should be able to go Administration --> Expense --> User Experience Settings. On the page, to the right of "PREVIEW NEXTGEN UI FOR CONCUR EXPENSE AND CONCUR REQUEST" there is a link for "Learn More".
