New user cannot access Concur

Hi Peeps,

I'm Having this issue which currently new hire or first-time login's user having an issue to access Concur directly from their SF. Users have to setup the SSO using Chrome instead of IE to ensure the SSO setup kick in. Only then user can launch their Concur directly from SF.

Previously, we have provided them the guidelines, but this seems to be not a permanent fixed and only for short terms solution. Is there any probability that this is happened because of the current SSO or Concur itself?

I'm currently part of support teams for Concur.
