New User unable to submit expenses

I have 3 new users that are unable to submit their expenses. They were told that Concur has been down since June for new hire and re-hire employees. If this is the case, what is the work around for them to submit their expenses? Please respond as soon as possible.

@rmwilley are they not even able to log in or do they not have the Expense option available? I'm going to need a little more detail about what "unable to submit" actually means. Have they created a report and tried submitting it? Are they getting some sort of error message when they try to create a report? 


Also, if you could send me a private message with the names, I can look at their profiles and see I can tell what is going on. 


Lastly, if they were told SAP Concur is down, is it possible your company doesn't want new hires submitting reports?
