To access Request and Expense module/tab, employee must have Request User and Expense User role assigned in their employee profile.
If you have Employee Administrator role then you can go to those employee profiles and check whether they have Request User and Expense User role in their profile.
If not assigned, then assign it and then those employees would be able to access Request and Expense tab in their Concur profile.
If you don't have Employee Administrator role then you can reach out to Company Concur Administrator and request them to give required roles.

Is it possible for you to provide a screenshot of employee profile where I can see all the details. You can hide sensitive information and then provide a screenshot. (Only 1 User)
Provide a screenshot from user profile as well where I can see which all tabs are accessible to them.
Also, can you please try logging in different browser. Delete all cookies/history and try. let's see if it resolves this issue.
