I have a new manager, I asked that my new manager be added as an approver, still not resolved

3 weeks ago I submitted a ticket to request that my new manager be added as approver for my Expense reports and Statement reports. They only added my new manager as my Expense approver, but not as my Statement Report approver. I sent another request and it's been ignored, no response. 

Can someone please help me change my Statement Report approver to my new manager? How come my new manager can't assign himself as my approver?
