How to submit expenses that are over 30 days?

I get this error when trying to submit an "aging" expense report.

"You have expenses that are older than 30 days that must be included in your next expense report..."

I have created several new reports, moved >= 30 day old expenses to one, and newer expenses to another report, but continue to get the same error and are not able to submit any reports.

How should I deal with this error?

I resolved this (With help! Thank you Zippy!)... The problem was an expense (conference registration) for a separate trip in a separate report. I added all (old and new-er) expenses, for all trips, to the same report and it FINALLY went through.
