How can i make a user "overseer" of a country's expenses?

Hello. I've been requested to grant a user access to "overseer" all expenses related to a particular country (China). I don't know how to do this.. I've tried copying the same config from a user who already has that type of access but its not working for the new user

@francozinni when you say "overseer" what do you mean exactly? Do you mean approve all expenses for China? Do you mean create and submit all expense reports for employees in China? Or do you mean the ability to run reports to see all data for all employees in China?
