Expense tool tips NEW UI

Tool tips were created for Report Name and Report Header Start and End dates:

Would like these to auto pop-up so the user is forced to see the tool tip

OR

When hovering the cursor over the field the pop up, pops up.

Once again so the user is forced to see the tool tip.

NOTE: this is for the new UI

These were the tool tips that were created

*Tool tip information for Report name: The current month, plus “Expense” (e.g. August Expense (08/01/2018)) There should be only one report a month. 
*Tool tip information for Report start date: First day of the month (e.g. 08/01/18) 
*Tool tip information for Report end date: Last day of the month (e.g. 08/31/18)
