Expense higher than available amount

I am trying to submit a report for paying a regulatory submission fee (~$13K) with my corporate card. The system throws an error message saying that "report cannot be submitted because the amount to be paid on your behalf is higher than available". I assume there's some sort of a limit. Who can I talk to?

@aetlin Log into your SAP Concur account and look in the Company Notes section. Your company has provided a couple of links to use for help. See screenshot.
