@mashalsn approvals are done by individuals at your company, so we won't be able to know the reason why one was approved and the other not.
Do your reports go to your manager first for approval? If so, if your manager hasn't approved the second report, you should speak to them about why.
If you check the Audit Trail of the report (done by opening the report and clicking the Details link) you can see who did the approvals for the one report. Those would be the people who can answer your question.
