Error "Expense Reports can only be submitted after the Go-Live Date".

Hi , I can not submit my expense report because a recurring message 

" Error:  Expense Reports can only be submitted after the Go-Live Date. In order for the red flag to be re-evaluated, you will need to click the Submit link again after the Go-Live Date"

I am working with Concur system for years, this issue does not make sense. Can you  help me?
