Error Creating New Attendees in Expense

Hi I am trying to add a new attendee to an expense in concur and I keep getting an error message.  No specific code, it just says error creating new attendee.

Unfortunately I don't have permissions to view the link and the screenshot is not working as well.  I tried to delete the report and create a new one but still am getting the error.

Your Concur Administrator is who must uncheck this option.
