@tbrock turns out this was a lot easier than I thought. Well, I had to ask my reporting colleague. Inside the Expense Report Workflow Trail Folder, there is a sub-folder named Additional Employee Details. These details are for those assigned to the step. You'll see Employee ID here. 🙂
