Degradation versus disruption definition

Can anyone provide the definitions and the difference between degradation versus disruption on the service level?  Our entire traveler population cannot access Concur expense. To me it feels like a disruption but curious as to the definition of each?  Any guidance would be greatly appreciated!

I totally agree and the system is currently down as far as I am concerned.  There is no access and not even an ability to access for use.

@stsnyder1 here is what I was told:

Degradation would be service is degraded to some extent but not to the point of being completely unavailable (e.g., slow data transmission).

Disruption would be a service is temporarily unavailable, or that a system or equipment fails to function in a normal or satisfactory manner.

 

From what I've seen, seems like today was more a disruption than Degradation.
