Cost Object step auto approved

I have the following request workflow:

1. Submit

2. Cost Object approver

3. Default approver

4. Default approver 2

5. Auth approver

5. Processor

Step 2 has no rules and when testing, this step is being autoapproved by system.

Cost object approver has been assigned in the hierarchy list.

Has anyone had the same issue?

@sgarcia84 which site entity are you working on or what is the name of the company whose site you are working on?
