Check Concur Open and there is a degradation in North America.  You can access at the bottom left of the Concur main page or https://open.concur.com/?data-center=us2

You can sign in for your own account and get email updates for outages.  This one has been about an hour so far that I have noticed.

I am in; however, it's very slow so guessing there are some issues with in the concur site
