We had an approver get an error message for using a period in the Comments field when attempting to send back a report. We generally don't consider a period (or other basic punctuation) to be a special character. Is anyone else experiencing this?

Usually this error should not come while sending report back to the employee. Comment field is a standard system field and it allows to enter any type of character values.
You can check internally with Concur admin whether they have added any field validation on comment field to restrict special char.
