When I set the filter on Submit Date (in the Process Reports screen) to 'AFTER' 11/5/2018, the results show reports with submit date of 11/5/2018. I've been told by my Concur implemementation specialist that 'AFTER' includes that date because it means after 12:01 AM on that date. This is misleading. I suggest changing it to after 11:59 pm on that date so as not to include 11/5 (in this example).
