Cannot submit expense report due to non-existing Alert

I cannot submit an expense report due to an Alert saying "You have selected YES in the ‘Report contains expenses paid to or for gov't employees or orgs?’ you should have at least one expense with ‘Interacting with or paying an expense for gov't official’ set to YES".   However this is not selected in the expense report,  it is in fact set to "NO" in the Report Header.  I also checked each individual expense, and all set this field to NO.  Unfortunately this is blocking me from submitting my expense report.  Please help

@klockwood I see you were able to get the report submitted. Can you provide what the resolution was please? Thank you.

I had to create a New Expense Report and move over all expenses
