Authorized Approver Level Skip

I am struggling to write the skip step to skip if a Level authorized approver does not exist.  So if some reports would have 3 approvers (level 1, level 2 and level 3) and some would only have 2. How do I get it to skip an authorized approver step if no level is listed?
