Attaching a pre-approval file

HELP -   looks like I'm in a loop

I start with the pre-approval - link with expenses  but when I submit it give me an exception -- pre-approval required.

@Rodney can you provide some screenshots of what you are doing please? 

I'm not quite following. Seems odd that you start with a pre-approval but the system won't let you submit a pre-approval.

Maybe you are doing somethig out of sequence? Hard for me to say without seeing what you are doing. 

If you can provide some screenshots and detail the steps you are doing, then I can better assist.
