Admin completes reports on behalf of employees, but can't access Missing Receipt Affidavit

I have an administrative employee who completes expense reports for several people in our company. When she is logged in on their behalf she can't use the Missing Receipt Affidavit function. Is there something I can turn on so she can utilize this? It doesn't make sense that it's not available for admins acting as others.

@lyndall when acting on behalf of someone else the Missing Receipt Declaration is not available. It has been this way for years and is by system design. Because the expenses do not belong to the person acting on someone's behalf, they should not attest to missing receipts. 

 

Think of if it like any other affidavit...people do not sign court affidavits for other people. It is like a binding statement between the employee and the company.
