Adding back summer hires in order to process expenses.

How do I get our Summer Interns added back to concur, so that I can process some expenses that included them (i.e. lunches).

@nicollor were SAP Concur profiles created for these summer interns? If so, then their profiles are still in the system, but just deactivated. They would just need to be reactivated. 

You could also just ask your manager if you could enter them as business guests and manually add their names to your expense. 

Do you have site permissions to make changes to user profiles?

They did have profiles in the system at one point, so they may just need to be reactivated.

I don't have permissions, but I emailed our expense area who likely have permissions.

I will try entering as business guests as a last resort.  Thanks for suggesting this option.
