Access to Expenses V4

I am looking to setup a custom integration between Salesforce and Concur for Expenses.

 I was reading through the API documentation and noticed in the Expenses v4 article there is a Limitations section which reads "This API is only available to partners who have been granted access by SAP Concur."

Do I need to be a registered Partner to use the Expenses v4 API or can an end user Customer access this?

@jeff526 from the message you received, it does sound like this API is just for our certified partners.

My client purchased the API package and I confirmed that I was able to successfully call these.
