Who do I contact to get expense user added to my concur?

I need to have access to do a mileage report from going to orientation.   I do not have an  Expense Delegate option on my screen.

@CMeloche-Hall why do you need a delegate? Can't you just do the mileage report yourself? 

Can you show me what screen you are looking at please? That way I can better assist you.
