@rwulfdeit I'm double-checking with a colleague, but I think you can achieve what you are asking by the Processor and Processor Manager roles. Since you can specify the role for a workflow step, what you suggest should work.
One thing to keep in mind is that the Processor Manager role can delete reports, so be sure to stress to this person to be very careful.
My colleague also suggested that you test this workflow thoroughly before making it live and if you have any questions, contact Concur Support. In fact, unless you have taken our advanced configuration class, you likely won't have access to change your workflow.
