What permission do you need for the Import Users button?

I am trying to give someone the Import Users button in User Administration, but I can figure out what permissions they need. They have Expense Administrator and Import/Export Monitor. What else do they need?

@nmorris try the Employee Administrator permission. I think that is the one.

I'm sorry Kevin, that is what I meant. She has Employee Administrator and Import/Extract Monitor permissions, and she is still not seeing the button.

Does she have the "Role Administrator" permission? I found this on the support portal, might be helpful.
