Unable to submit report due to alert

Hello! Due to Concur system unavailability end of December I had to wait for system release in January and now I'm trying to submit my December report.

However there is an alert message that prevents me from submitting report. I do not understand, what is wrong in order to fix this and submit my report.

@SaTo I looked in your SAP Concur site and your site admins have implemented an Audit Rule to block submission for Spain, Germany and the Netherlands. I don't know why, but I'm sure they have a reason. I don't know when they plan to lift this rule or maybe they forgot to turn it off. I would suggest speaking with your direct manager to see if they can tell you anything. 

There isn't much anyone here on the Community can do to help since it is your company that is currently blocking submission.
