Report submitted pending approval stuck

Back in April I submitted a report. However my boss left and didn't approve it before hand. It has been stuck in submitted and pending approval ever since. I would like to resubmit it to my current boss but it won't let me. There is no recall button and every time I tried to email concur or hr I just get the run around. What can I do?
