Removal of Forgot Password link to enforce SSO?

I'd like to enforce Azure AD SSO for the majority of my users but I have a couple users outside my company that need access.  To force SSO I'd like to change the user's passwords and then remove their ability to reset their password.  Is it possible to remove the Forgot Password link at login?

Ideally I'd like to an "enforce SSO" option for specific users but this does not seem possible.

@rhietpas you cannot remove that link, however you can submit a ticket to SAP Concur to have them disallow password resets. What this does is when the user tries to use the Forgot Password? link, they will receive a message stating that "Your company does not allow you to reset your password" or something very similar to that.
