PCard Statement Reports - Getting an Alert

The end user for PCard Statement Reports as of yesterday are getting an "Alert - Error You have Pcard Transaction that are not added to a report. Please review your available expenses and move all Pcard transaction to a report". The issue is all the expense are in the report. Did something change? Why are we now getting this error?
