Not seeing the create expense button while acting as another user

Not seeing the create expense button while acting as another user. Is it something the other user needs to do on their end? When I act as other users, the dashboard it totally different.

@shanaavison the other user when adding you as their delegate needs to be sure to check the Can Prepare box when going through the delegation options. Have them double-check this.
