Yes this is possible, in the travel allowances configuration menu (where the New Travel Allowance is managed)
In Rate Bundles you have the Rates managed by Concur (They comply with local legislation for the countries they have there), then you can create your own ones.
Then in the same menu you go to Configurations and you can link both Rate bundles (statutory ones and managed by the client), whenever you have 2 rate bundles like the mentioned before the system will take first the client rates and then if there is nothing there, then the system take the statutory ones.
