Make all users active?

We were going to switch systems so I inactivated all users. The only active user is myself (admin). Now we have changed our mind, but I am unable to make all users active again using the spreadsheet export/import. When I try to export, I'm the only one that shows up. I checked all users off on the "manage users" screen and then tried to export, but still only I show up. How can I export inactive users to a spreadsheet?  I don't know how to check which version we have.  Below is what my manage users screen looks like if it helps.

In the user administration section, I see the option to select the employees’ status.

To export them to a CSV, TXT, or XML file, go to Reporting → Travel Reports (To see this option, you must have the role "Cognos Professional or Commercial Author".)

Select "Employee Details". Select Status=Not Active

You can also view the same report in Cognos Analysis or Cognos Intelligence (To see this option, you must have the role "Cognos Professional or Commercial Author".)

@JillPedRAS would you mind providing your solution for future reference, please? 

Also, it should be noted that the version you are on is our Standard version of SAP Concur. I mention this because the screen working with users in Standard is different from the screens in Professional. The Standard version allows for exporting all users right from the Manage User screens, where our professional version does not. What @cjmarimo is showing, is what to do if you are on Professional.
