How to submit expense report before monthly cycle

I would like to submit the expenses that I have earlier than the monthly cycle date?

As you can see, I moved your post. You should be able to submit your expense report at any time, unless your company has enabled some sort of rule that requires reports to be submitted during a specific time period each month. I haven't see many companies do this, so you should be able to submit the report whenever you want.
