Cannot send request back to the submitter as a delegate

We had a recent upgrade and I can no longer see a button to send a request back to the submitter for a travel request pre-approval.

In the help section, it says to click More Actions on the Expected Expenses page but I don't see an option for More Actions. 

The previous version of the platform, you can see a Send Back to User button on the Request Approval homepage showing all requests in the queue for approval.

Could you take a screenshot of your entire screen where you believe the More Actions button should be, please?

I don't see the option as you see with your view when reviewing the request. I only see a Copy Report button with the delegate view.

The homepage of the Requests approval queue shows an approval button but not a Send back to employee button.
