To add WBS in existing project list you need to follow below navigations:
Role required - Expense Configuration Administrator (restricted/unrestricted)
Home >> Under Administration section >> click Expense option >> List management >> Search and Open existing used Org Hierarchy/project list and add new WBS as shown below:
