As per my understanding year-to-date budget will only be available if budget is configured using 'date range'. Just to check this I tried configuring budget with date range and now if you see under filter it will ask to choose filter in year-to-date format.
if budget is configured using year, quarter or month then it will disable 'date range budget' option and under 'period budget' it will give you only year, quarter and month option. It will not show you any date option in selection criteria as shown below.
