Agency Proposal End User Experience - Request

Curious if anyone has implemented the Agency Proposal feature within Request and if they can provide some details on the end user experience so we can review internally with our team. WE are getting questions on what happens when the Request is sent to the agency, what id the agency cannot satisfy the request, how does the user pick and choose other options that are available from the agency.
