Administrator Approval Queue - what to use it for?

In Concur, Admin, Company Admin, there is an Administrator Approval Queue and I was curious to find out what this is used for? Is this mostly for temporary changes or can it also be used for permanent changes?

@randimoore This screen is used to reassign an approval to a different approver when the assigned or default approver isn't available. 

For example, Manager A goes on vacation and forgets to set up an approving delegate. The Administrator Approval Queue will allow you to assign items in Manager A's approval queue to another manager. I believe this is a one off and not a permanent.
