Change report currency to local

I really need reports in our local currency.

I've seen numerous threads that say I can request a change through a ticket (but the help link always fails and says try again later) and others that say I can change my query to the data warehouse - no clue how I access or query the datawarehouse.

How do I get a list of our costs, with comments, in the currency we entered them as, from this cost management system?

@jkeizer3 so I'm clear, you are talking about getting a report from Cognos to show a list of costs, comments and in the currency the user entered. Is that correct?
