Error booking at Car rental

I am trying to book a car rental at London Heathrow Airport through the University of California SAP Concur Portal. The system allows me to select dates, car specifications, etc and gives me a quote but gives me an error message at final stage of making the booking, I have not found a telephone number for a customer service representative to help me sort this out.

@wdwilson1952 to complete your booking, your best option to get it done is to contact your organization's Travel Management company. They should be able to get it booked and they might be able to tell you what is causing the error.
