Role for running standard reports?

Hi! I've looked through the Admin Reporting Guide and can't find a definitive answer to my question.

In order to run just the standard reports in Concur, what role does a user need? I attempted to test this myself, with a user with just the "Expense User" role, and that person did not have the ability to access Intelligence. Does everyone need to have the Consumer role by default in order for Intelligence to even show up for them? Thanks in advance!

@lizlem The Intelligence option will show up in the following ways:

1. User is assigned an Cognos Role (Consumer, Business Author, Professional Author)

2. User is assigned as a BI Manager (can only see data for those assigned to them)

3. User is an approver. This is for companies not using the BI Manager field. The default approver is the BI Manager. Can only see data for their direct reports.
