repeatedly getting error message Not Allowed when ...

trying to book flights for the first time and once flights picked i then get an error message saying:

This option triggers one or more company travel rules that prevent it from being selected.

Fare is not from the Reservation System
the flight should be available to book. how do i get passed this?
