I can see only GET request Allocation APIs.Does SAP CONCUR provides POST/PUT request APIS for expense allocations?

Check out https://developer.concur.com/api-reference/expense/expense-report/v4.allocations.html. It will allow you to update an existing allocation row. It doesn't use GET/PUT but uses PATCH.
