The one control in Concur that is missing is an approval of some sort when a new employee (or changes) is created/updated. When administrator creates a new user in Concur (we don't have an integration with HR system), is there is any sort of audir trail available showing all activities on the employee changes?

In Workforce Central 8 if your have Operational Reporting configured you can use the Comprehensive Audit Report which is Excel based "Shows audit information for Timecard editor actions, including the date and time of the action, who performed the action, and what information has changed." This report even shows if a punch is edited or who cancel deducted a lunch.
